Senior Director, Internal Audit
Windle Morgan is the senior director of Internal Audit for Consolidated Nuclear Security, the management and operating contractor for the Y‑12 National Security Complex in Oak Ridge, Tennessee. In this role, he is responsible for bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and government processes.
Morgan most recently served as the director of the Internal Audit Division at the Tennessee Department of Transportation, where he spearheaded all audit and advisory activities for the agency and was responsible for realigning the audit function during an agency‑wide reorganization. Prior to his role at TDOT, Morgan served the Knox County Audit Committee, where he made practical recommendations to improve processes, including changing the way evidence is documented at the sheriff’s office and implementing enhanced controls to create financial entry queries.
Morgan has more than 25 years of experience in executive leadership roles at large public and private sector companies, including Citizens Parking, the Tennessee Valley Authority, and Central Parking Systems. While at Central Parking Systems, he uncovered a $25 million fraud in Europe, resulting in extensive interaction with the U.S. Securities and Exchange Commission and a company restatement. He has also served as a Sarbanes‑Oxley business consultant and as an audit manager for the Hospital Corporation of America.
Morgan holds a BBA in finance from Middle Tennessee State University and is certified as a fraud examiner, internal auditor, and county finance officer.
