Chief Human Resources Officer

Rebecca Sisk is the chief Human Resources officer for Consolidated Nuclear Security, the management and operating contractor for the Y‑12 National Security Complex in Oak Ridge, Tennessee. In this role, she is responsible for welfare and retirement plans, labor and employee relations with five union contracts, compensation, management training and development, policies and procedures, equal employment opportunity, and staffing.

Before joining CNS in June 2025, Sisk was chief Human Resources officer at Mission Support and Test Services, LLC, at the Nevada National Security Sites. During her time with MSTS, she was accountable for all human resources and development services across an annual $1 billion enterprise, including 10 locations and approximately 3,200 employees.

Sisk has more than two decades of experience in human resources working with DOE, DOD, and NASA contracts and has held various roles of increasing responsibility. Previous experience includes employment, recruiting, and compensation specialist roles for Aerospace Testing Alliance at Arnold Air Force Base. She also provided oversight, support, and guidance for more than 25 work groups and approximately 25,000 employees across the nation as an employment and compensation specialist, corporate talent officer, and equal employment opportunity and affirmative action officer for Jacobs’ Aerospace and Technology Region.

Sisk holds a B.A. in management and human relations from Trevecca Nazarene University and a Professional in Human Resources certification.
